Are these for wordpress.com?
No, they aren’t. Please be aware these templates are for wordpress.org sites only.
Which is better? Divi or elementor?
I love, use and recommend them both. I started out using Divi on my own websites years ago and really love it. I later discovered Elementor and several of my clients use it. Divi* has a great lifetime license available. Elementor* does have a very robust free version you can start with though.

Do I need anything else for this to work?
You’ll need a wordpress.org site with your own hosting (I have used NameCheap* for years and love them!) and either the Divi or Elementor theme installed.
